Can I apply for Padron electronically in Jimena

I don't know a a town where this can be done online.  This is the ultimate bureaucracy and jobs for the lazy country. It took me 6 months to get all my stuff organised here even though I had my NEi, a bank account and had purchase a house before moving here permanently. I stood in line! I talked to idiots who told me the stamp was the wrong color on a document.  I was told that a notorized document from the US was not good enough. Its just a new version of the same old corrupt Spain.  But you gotta love the food, the sun and the people who don't work for any type of government office. 'They' are a special breed who have a genetic aversion any real work.
