Morning Bill,
I'm an Architect in Chiclana and can tell you from our experience that is not the case. However in saying that, it depends whether the property is legal/ urbanised or illegal/non urbanised. Chiclana has a rich history of non illegal buildings in and around chiclana, especially during the boom years, that now is not permitted by the planning authority to connect to local services, such as foul. However, in accordance with the Spanish constitution all residents of Spain have the right to electricity and running water and therefore many of the illegal properties have these services but not access to foul waste, road/footpath maintenance and street lighting.
My recommendation to you is to find a property or site that is Legal/Urbanised and investigate torely the advice received from Spanish letting agents, as naturally their interest is soley in the sale of the property/site, whether it be illegal/non-urbanised or not.
