The theory test you can elect to do in English, however the practical is in Spanish. The Cadiz & San Fernando examiners will however if your instructor asks limit their instructions to about 20 words of direction.

Do you know any driving instructors who offer the English driving test

The driving school can organise English language manual and practice questions / exams, plus there are lots of free (and paid) resources on the Web along with the DGT site.
Finding an English speaking instructor is a matter of footwork to call and ask, however remember the practical driving exam I am pretty sure will be in Spanish ONLY so you would need to know a certain amount of Spanish. DM me for how I did it (process and cost).
Also if you are rear Rota then you could also contact the US base there for their recommendations however the troops are covered by exemption and non residential driving arrangements so it might be fruitless, but always worth a try.

My son is looking to do his driving license here in Spain. We live in Jerez. I would be most grateful on any insight you can give us. What websites do you study for the theory? His Spanish is not great but he is fluent in Portuguese which is a good basis.
Once you pass the theory do you then get a learners permit and do your lessons? We can then look for an instructor who has a little English... hopefully!

To learn / study for the theory test ............... start with a google general search for materials and test practice sites, plus look at DGT site and AEOL site. I think you could do the theory in Portugese, but check with DGT. However practical test I believe is Spanish only, and even if the examiner could speak another language (like Portugese or English) they must examine in Spanish ! Lesson here is learn Spanish or at least the key 20 phrases most used and ask the driving instructor to tell the examoner this....mine was very assistive and compliant.
If your son is totally new to driving then it might be harder for him, but not impossible, to get a driving instructor that speaks Portugese but a tough one.
There is no provisional or learners licence in Spain, like in the UK. The process is as I did it.....
1. get a medical certificate fom a DGT authorised medicla organisation (about Euro 50)
2. register with driving school with the above certificate, and they could give you training materials (about Euro 150) and register you on the DGT database
3. learn to drive (must be through a driving school as "home" training like in UK is not allowed).... (depending where you are budget Euro 30 an hour). The number of lessons needed depends on how good the pupil is and learning speed, etc. As an example the RAC in the UK highlights that the average learner driver requires around 45 hours of lessons before being test-ready, but everyone learns at different rates !!!!
4. sit and pass theory test (about Euro 100)
5. sit and pass practical (about Euro 150)

We are actually Irish but by the grace of God we speak English!!!!
