We are in the process of buying a place in Arcos and everything gas been quite simple, until we got to water.
The house we are buying has been empty for some time so the owner has had the supply disconnected - does anyone know the easiest way to get it reconnected?

Go to the town hall. Most places the town handles water and sewer.
